Department of Education, Federal Student Aid (FSA)

DOEThe Federal Student Aid (FSA) office within the Department of Education has the responsibility to manage federal student aid programs and processes for more than 10 million postsecondary students every year. With 25 million outstanding loans, FSA manages a loan portfolio worth over $350 billion. FSA has made a commitment to integrating and improving disparate legacy systems, reducing administrative costs, and improving products and customer service through the Common Services for Borrowers (CSB) initiative.

The implemented solution will join four distinct systems while rebuilding two other servicing solutions. The programs to be merged include:
  • Direct Loan Servicing System (DLSS)
  • Loan Consolidation (LC)
  • Debt Management Collection System (DMCS)
  • Conditional Disability Discharge Tracking System (CDDTS)
Exeter is providing Independent Validation & Verfication (IV&V) as well as Quality Assurance services for DLSS, LC, DMCS, CDDTS, and the Debt Collection Service Information Center. The services provided by Exeter focus on the quality and accuracy of the CSB systems, thus ensuring the data services being retooled and rebuilt satisfy not only contractual commitments but also stakeholder and end user requirements.

In addition to Quality Assurance and IV&V services, Exeter is supporting the Office of the CIO within FSA by providing Oracle upgrade consulting support.

The scope of our efforts includes providing expert Oracle consulting support regarding a database upgrade for the migration of approximately 25 current applications that utilize Oracle 8i. The upgrade initiative has required the migration of approximately 80 databases supporting development, test, stage, and production environments to Oracle 10g. Exeter has made available a number of Oracle Certified DBAs to provide technical advice, operational recommendations, and architectural insights as requested by the FSA Program Manager.

The expert staff that Exeter has provided consists of a team of engineers with multiple Oracle certifications and years of practical experience with the specific technologies performing similar upgrades. The team is also well versed in Oracle Technology Network, Oracle MetaLink with its associated knowledge repositories, and patch and security alert practices. Exeter brings an array of support experience across many Oracle products, including Oracle Enterprise Databases, Multi-tier Application Servers, and ERP Applications.
