The Department of the Interior (DOI) Bureau of Indian Affairs (BIA) is undertaking an important industry best practice
initiative to modernize its infrastructure by consolidating and migrating
server operating systems to a limited set of Network Operating Systems and by
implementing directory services that will help to consolidate and provide better
distinction between security realms. This step will help BIA provide a secure
unified network-computing environment while utilizing and evolving its
enterprise architecture (EA) and reducing the cost of computing. By more fully
developing its EA, BIA will ensure the long-term benefits of the migration. Exeter is leading the EA effort. These tasks include a detailed examination of
the As Is Enterprise, including the business, technical, and security
architectures.
Exeter is conducting this project in accordance with industry standards and Federal regulations, including IT/IRM
strategic planning, Capital Planning and Investment Control (CPIC), EA development, and e-government initiatives.
We are developing Education Templates to assist the BIA Office of Indian Education Programs (OIEP) define
the appropriate use of technology to meet the requirements of the No Child Left
Behind Act, the PATRIOT Act, and the Individuals with Disabilities Education
Act. To this end, Exeter is creating a strategy and set of templates that support the
educational goals of the BIA-OIEP through the alignment of an executable
technology plan and security architecture that incorporate the latest trends,
technology, security and privacy considerations, and best practices. The
templates and on-line system will enable Indian Country schools to submit an
acceptable technology plan in order to receive Federal grant money.
Additional Exeter activities include Business Object Analysis. The business object model provides insight and clarity to business
people while being a cornerstone for developing effective and efficient EA. The
examination of existing policies and procedures will allow Exeter to provide a thorough analysis of their effectiveness, document gaps, and
present a plan for improvement and future growth.
Exeter is also performing Business Activities Analysis. This task will allow BIA to understand how the organization's
business activities, as partially defined through the organization's Activity Based Costing efforts, relate to one another, and affect the business objects to
which each belongs. Further, through the decomposition and sequencing of the
activities, inconsistencies and inefficiencies will be highlighted and
recommendations made for overcoming these problems. Along with the Business
Object Analysis activity, a full picture of the component will be provided.
