Department of Housing and Urban Development

HUD Exeter has been supporting the Government National Mortgage Association (Ginnie Mae), a U.S. government corporation acting under the authority of the Deparment of Housing and Urban Development (HUD), in a Business Process Improvement initiative. Through this initiative, Ginnie Mae plans to streamline and augment many of the automated systems and processes of the Mortgage Backed Securities Information System (MBSIS). The desired improvements include incorporation of required systems upgrades, faster publishing of information to websites for data analysis, centralized data collection, and feedback for MBS accounting and reporting with design and functionality for online access. Additional objectives included improving the sustaining website design and functionality as well as including publishing tools in an effort to improve user efficiency. To this end, Exeter is supporting the development of the Reporting and Feedback System (RFS), which will replace MBSIS.

During the inception phase, Exeter managed the current state system analysis, identifying reference standards and best practices including FISMA, NIST and Section 508 compliance measures. In collaboration with project stakeholders, the plan scope, requirements and business case definitions were identified. Assessments were focused on impact analysis with regard to security requirements, resource allocation, and project schedule.

Identification of the data and class models was achieved through collaborative data modeling efforts, using a series of techniques and tools that included UML and Case tools. Exeter was tasked with developing an architecture that fit with the skill set of the users, but also delivered the enterprise level throughput that the application and the client required.

Exeter facilitated the following:
  • Development of website templates that ensured identical coding structures and presentation
  • New reporting and notification tools as well as supporting business rules were also added to the website's functionality to make certain of ease of use by end users. This required complete documentation and collaboration with stakeholders in model design for accurate operation
  • Online tool development allowing monthly file upload services
  • Monthly online reporting services including PDF and Excel file types
  • Construction and coding methods allowing for efficient site maintenance
During the life of the engagement, Exeter provided industry experience, application and design knowledge, as well as the full SDLC lifecycle expertise to successfully plan and develop an enterprise-level application.
